Wisconsin inmate mailing guide
Send correspondence to an incarcerated person
Incoming ordinary personal paper mail uses TextBehind. This includes ordinary business correspondence; do not assume a paralegal letter qualifies as legal mail. DOC describes a scanning / reproduction process. Electronic tablet messaging is a separate channel.
Enter all three recipient details before printing an address.
Put the sender’s name and return address on the envelope. No money in this mail. Confirm the current facility before sending, especially after a transfer. Incomplete addresses may be returned; ordinary personal mail sent directly to the prison is returned.
Choose the right mailing scenario
- Badger → inmate: ordinary letters, intake lists and packet correspondence use the TextBehind address above unless a verified exception applies.
- Qualifying legal mail → inmate: use the facility’s designated legal-mail address. Sender qualification matters; an independent paralegal business is not automatically an attorney or a qualifying sender. Confirm before claiming privileged handling.
- Badger → institution Records: use the verified staff / Records address on the case routing sheet, not the personal-mail scanner.
- Petition → sentencing court: follow DOC Records and county clerk filing instructions. The court packet does not go to TextBehind.
- Inmate → Badger: use Badger’s confirmed business mailing address through the institution’s outgoing-mail process. The Phoenix address is for incoming inmate personal mail.
Mail can be delayed; no delivery deadline is promised. Log sent date, contents, current facility and receipt confirmation in case Activity / Collaboration. Sensitive documents require review before sending through ordinary mail. Adult DOC routing is not a juvenile-facility directory.
